Licensed Civil Engineer (5+ Years Experience in Municipal Utlites, Water & Wastewater)

Position Overview:

We are seeking an experienced Licensed Civil Engineer with over 5 years of hands-on experience in municipal utilities, water, and wastewater systems for our Ruston office. The ideal candidate will have a deep understanding of local, state, federal, and environmental regulations. You will be responsible for leading projects from conception through funding, design, and construction, providing technical expertise, project management, and budget oversight.

Key Responsibilities:

· Lead and manage projects related to municipal utilities, water, and wastewater systems.

· Design and oversee construction administration, ensuring projects are completed on time and within budget.

· Ensure compliance with local, state, and federal regulations, as well as environmental standards.

· Prepare cost estimates, project schedules, and manage project budgets.

· Prepare funding applications to various state and federal funding agencies.

· Administer contracts, oversee construction progress, and ensure resource management is efficient.

· Utilize AutoCAD, Civil 3D, and other software to develop designs and technical drawings.

· Collaborate with multidisciplinary teams, clients, contractors, and regulatory agencies.

· Develop and maintain project documentation, including reports and submittals.

· Manage and mentor junior engineers and support staff.

· Handle conflict resolution, maintain strong relationships with stakeholders, and ensure high standards of ethics and integrity.

Qualifications:

  • Bachelor’s degree in Civil Engineering or related field.
  • Licensed Professional Engineer (PE) in Louisiana or licensed in another state with the ability to obtain a Louisiana license within 6 months..
  • Minimum of 5 years of experience in municipal utilities, water, and wastewater systems.
  • Strong understanding of local, state, and federal regulations as well as environmental compliance.
  • Experience with project management, including budget management, cost estimation, contract administration, and scheduling.
  • Experience with funding agencies, such as USDA-Rural Development, DEQ Clean Water State Revolving Fund, LDH Drinking Water Revolving Loan Fund, Louisiana Water Sector Program, State Capital Outlay, Louisiana Community Development Block Grants, and LGAP/CWEF.
  • Proficiency in AutoCAD, Civil 3D, and Microsoft Office Suite.
  • Excellent leadership, interpersonal, and communication skills, both written and verbal.
  • Strong time management skills, with the ability to handle multiple projects and meet deadlines.
  • Conflict resolution skills and a team-oriented mindset.
